For actors, you should consider the drama department at your local high scholl or community theater.  It may be possible you could find some people willing to help you with your project.

I would be surprised if you find a ambient / soundscape / noise type label that will do all of this for you.  I'm not saying one doesn't exist......all the best searching one out!

Reading your post, I do believe you hold the key to what you are looking for.  You stated that you already submitted something to a label.  I'm assuming you didn't have the "high end" equipment when you recorded it......why worry about it now?  If the label is showing interest in what they've already heard, oblige their request and send them some more.

I reallize that what you have already sent might not be exactly what you want (ie - you had to settle and use sub-par equipment), but I would think all of that could come later after the label is wanting to work with you.  I would be surprised if the majority of labels have "high end" recording equipment.  HOWEVER - an artist they are already working with may have access to said equipment and the label would make a way for you to use such equipment.

Right now it seems like the label is just concerned about you being able to supply them with enough material for a proper release.  If you can do this, I believe your options may start to open up for you.

Please keep us updated on your endeavor......

Oddly enough, you should consider starting off at a radio or tv station.  See if they have an apprenticeship / intern type program.  Learning to run the board at a radio station / editing commercials / operating a camera (ect) might not be what you want to end up doing, but they will lay the ground work for eventual possibilities in the future.

Best of luck!
